Entrepreneurs who are thinking of using payroll services should pay attention to the NEN 4400-1 certificate. It’s smart to look for a payroll company with the right certifications. Most companies consider themselves reliable, but only when a payroll company has an accreditation mark from ‘Stichting Normering Arbeid’ (abbreviated: SNA), you know for sure that you’re in the right place.
To be eligible for NEN 4400-1 certification, an employment agency or (sub)contractor must meet certain requirements. The NEN 4400-1 certification imposes requirements on personnel and payroll administration (among other things). The final purpose is to make payrolling easier, trustworthy and more fraud resistant.
Stichting Normering Arbeid (Labour Standards Register)
To answer the temporary employment sector’s need for more self-regulation, the SNA Quality Mark was created. The Ministries of Social Affairs and Employment and Finance worked together with the ABU and NBBU to get this done. A company that holds a SNA quality mark is assessed according to the following points:
- Identification of the company;
- Correct declaration and remittance of payroll and sales taxes that must be paid;
- Payment of wages must be in line with the Minimum Wage and Minimum Holiday Allowance Act;
- Performing identity checks and checking the rights to work in the Netherlands;
- Preventing risks for liability and fines that might result from borrowing or outsourcing work.

Importance for the temporary employment sector
The certification is partly developed for the staffing industry and companies that make extensive use of temporary workers. Together, they created the package of requirements that companies must meet. This means that when you do business with a company that is NEN 4400-1 certified, you are dealing with a reliable party. In short: it’s important to hold this certificate if you’re a company or entrepreneur in the temporary employment sector.
